From the UN IPCC Fifth Assessment Report (released in full last night), Working Group I Contribution To The IPCC Fifth Assessment Report Climate Change 2013: The Physical Science Basis – Final Draft Underlying Scientific-Technical Basis, Chapter 9, Box 9.2: Climate Models and the Hiatus in Global-Mean Surface Warming of the Past 15 Years, page 31, (bold emphasis added):

(c) Model Response Error

The discrepancy between simulated and observed GMST trends during 1998–2012 could be explained in part by a tendency for some CMIP5 models to simulate stronger warming in response to increases in greenhouse-gas concentration than is consistent with observations… This finding provides evidence that some CMIP5 models show a larger response to greenhouse gases and other anthropogenic factors (dominated by the effects of aerosols) than the real world (medium confidence). As a consequence, it is argued in Chapter 11 that near-term model projections of GMST increase should be scaled down by about 10% (Section 11.3.6.3). This downward scaling is, however, not sufficient to explain the model-mean overestimate of GMST trend over the hiatus period.

Another possible source of model error is the poor representation of water vapour in the upper atmosphere… However, this effect is assessed here to be small, because there was a recovery in stratospheric water vapour after 2005…

In summary, the observed recent warming hiatus, defined as the reduction in GMST trend during 1998–2012 as compared to the trend during 1951–2012, is attributable in roughly equal measure to a cooling contribution from internal variability and a reduced trend in external forcing (expert judgment, medium confidence). The forcing trend reduction is primarily due to a negative forcing trend from both volcanic eruptions and the downward phase of the solar cycle. However, there is low confidence in quantifying the role of forcing trend in causing the hiatus, because of uncertainty in the magnitude of the volcanic forcing trend and low confidence in the aerosol forcing trend.

Almost all CMIP5 historical simulations do not reproduce the observed recent warming hiatus.

Probe Reserve Bank ‘dirty deals’ with Saddam Hussein, Greens urge

THE Greens are escalating calls for a full judicial inquiry with the powers of a Royal Commission to probe allegations of dirty deals at the Reserve Bank and its subsidiaries.

The Reserve Bank is facing allegations it used a front man to liaise with the brother-in-law of Iraqi dictator Suddam Hussein in a bid to sell plastic banknotes to the country at the height of the United Nations-imposed sanctions.

Deputy Greens leader Adam Bandt today called on the Abbott government to establish an inquiry that has the same powers to investigate the allegations as the probe into the Australian Wheat Board scandal.

“Most Australians would be shocked to know their central bank has been using their money to line up dirty deals with Suddam Hussein,” Mr Bandt said.

“The stench surrounding the Reserve Bank and its subsidiaries is now so strong that only a full independent judicial inquiry will clear the air.”

A joint Fairfax/ABC investigation into the Reserve Bank and its two polymer banknote firms, Note Printing Australia and Securency, has also alleged the Australian Securities and Investment Commission failed to investigate allegations of corruption, and reported claims by whistle-blower and former NPA executive Brian Hood that publicly challenge RBA governor Glenn Stevens’ parliamentary testimony about the scandal.

“The claim that RBA officials misled Parliament is disturbing,” Mr Bandt said.

“When Parliament resumes, the Greens will move to have RBA officials appear before a parliamentary committee to answer these serious allegations.”

Mr Bandt said the failure of the corporate watchdog to investigate claims of sustained wrongdoing at the Reserve Bank was appalling.

“It seems ASIC, our corporate regulator, was asleep at the wheel.”

“ASIC throws the book at a lone global warming activist who sends out a press release, yet turns a blind eye to repeated claims of sustained corporate corruption in the Reserve Bank.”

“Asleep” at the wheel?

A Reserve Bank of Australia subsidiary used a frontman to liaise with Saddam ­Hussein’s brother-in-law in an illegal effort to supply plastic bank notes to the Iraqi government while it was subject to United Nations sanctions, according to confidential RBA files.

Two whistle-blowers who became police witnesses in the Reserve Bank-note bribery scandal have also broken their silence about the failure of the Australian Securities and Investments Commission to investigate the directors of two allegedly corrupt RBA ­companies, Note Printing Australia and Securency.

In 2011, Securency and Note Printing were charged by the federal police with bribery offences related to alleged payments to overseas officials. Court orders prevent recent developments regarding the charges against the companies from being reported.

The companies’ former directors, who were appointed by the Reserve Bank, have never been investigated for allowing corruption-prone business practices to flourish for 10 years.

A whistle-blower and former top NPA executive, Brian Hood, also challenged Reserve Bank governor Glenn Stevens’s parliamentary testimony about the scandal from 2010 to 2012, which he said “wasn’t the truth”.

Mr Hood claimed the long-standing chairman and ex-RBA deputy governor, Graeme Thompson, and other directors, including former NPA director Mark Bethwaite and former RBA board member Dick Warburton, agreed to conceal from Nepali authorities secret commissions NPA paid to an agent in Nepal for help winning polymer bank-note contracts.

Confidential bank documents reveal that in May 1998, NPA launched a secret project code-named Delta to secure $80 million that Iraqi President Hussein had “already allocated” to buy Australian plastic note technology.

Reserve Bank officials working for NPA said the funds could potentially be accessed by funnelling the money through a Jordanian bank “with the green light of SH [Saddam Hussein]”.

A frontman was used by Reserve Bank officials to cover up NPA’s decision to use a notoriously corrupt middleman, Saddam’s brother-in-law and bodyguard, Arshad Yassin, as a facilitator to sell notes to the Iraqi regime.

A legal expert and Sydney University associate professor, David Chaikin, who reviewed the Project Delta files for Fairfax Media, said they showed a “very strong prima facie” case that RBA officials involved in the Iraq trip breached UN sanction 661, which banned ­Australians from engaging in any business dealings “which promote or are calculated to promote” the sale or supply of any goods to Iraq.

When Project Delta was launched, the Reserve Bank was responsible for upholding the sanctions. The project was known to top RBA bank-note officials, including Mr Bethwaite.

A Project Delta file faxed to Mr Bethwaite in 1998 states that Arshad Yassin’s involvement in the secret deal was “critical as all decisions on this project will be taken by SH [Saddam Hussein].”

Project Delta was stopped in ­September 1998, after a senior Australian diplomat, John Hines, from the Department of Foreign Affairs Middle East branch, learned of it and wrote a furious letter to NPA warning that its “informal meeting with Saddam Hussein’s brother-in-law may have already breached Australia’s obligations in international law”. He complained NPA had ignored repeated requests to provide details to the government about its plans in Iraq.

The fact that an RBA representative travelled to Iraq using “an Australian Official Passport . . . only adds to the potential for embarrassment to the government,” Mr Hines wrote.

Project Delta was never made public because Mr Bethwaite and other NPA directors kept it secret in 1998 and, again, in 2009, when the corruption allegations involving NPA and Securency were first aired in the media.

Rather than stopping all high-risk business practices when Project Delta was wound down in 1998, NPA and Securency directors embraced bribery-prone activities, including paying ­foreign agents huge sums for convincing overseas officials to give contracts to the RBA’s banknote companies.

ASIC and the Australian Federal Police have never investigated the former directors of the two firms for overseeing the high-risk practices.

Under Australian corporate law, directors must act with care and diligence to ensure the firm they oversee does not engage in corruption.

ASIC, which decided in 2012 not to conduct a formal inquiry, has not interviewed a single witness or suspect.

ASIC made the decision after reviewing documents gathered by the Federal Police probe even though the AFP bribery inquiry never investigated directors for alleged corporate offences.

A Fairfax Media-Four Corners investigation has found allegedly corrupt practices spread, with the knowledge of some directors, many years before Mr Hood and a second whistleblower, James Shelton, raised concerns that led to police charging the two Reserve Bank companies with bribery in 2011.

In his first public interview, Mr Hood, a former NPA company secretary, said some former directors allowed highly risky business practices to occur and covered up suspected corruption.

One example cited by Mr Hood involved Mr Thompson ordering NPA to wire $400,000 in 2007 to a Malaysian arms dealer who was helping the firm to win bank note contracts and who had already been paid more than $2.5 million.

The money was sent despite Mr Hood’s pleas not to pay the suspected arms dealer because he was suspected of being corrupt.

Mr Hood said that he was “gobsmacked” by Mr Thompson’s conduct because it so clearly exposed the Reserve Bank firm to possible bribery.

Even after this arms dealer was sacked, Mr Thompson and other directors approved further payments to him in return for his lobbying of Malaysian officials.

In 2011, Malaysian authorities charged the arms dealer with using NPA funds to allegedly pay bribes.

Mr Hood said: “The inaction by ASIC has been astounding. The parent organisation [the Reserve Bank] and the boards of directors have all got their responsibilities. Clearly there has been failings . . . and they should be investigated,” said Mr Hood, who was the NPA’s company secretary between 2004 and 2008.

Mr Shelton, who was a sales manager at Securency in 2007 and 2008, said: “The board is responsible for corporate governance and is ultimately responsible for the company. They [directors] would have known there were very large deals being done in very corrupt places. They put in an anti-corruption program that was fundamentally flawed by any assessment.”

ASIC has defended its refusal to ­conduct a formal probe or interview a single witness or suspect, saying that it decided not to do so after assessing a large number of documents gathered by the Federal Police.

Mr Hood attacked Mr Stevens for testifying before Parliament that the first the RBA knew of corruption allegations involving Securency was when they were aired in 2009.

Mr Hood said that he told the RBA in writing and in a verbal briefing in 2007 that Securency and NPA were exposed to alleged corruption.

The Reserve Bank owns all of Note Printing Australia. It sold its half share in Securency this year. The RBA, Mr Thompson, Mr Bethwaite and Mr Warburton declined to answer questions.

IF mankind’s emissions of CO2 are (as claimed) driving un-natural, “dangerous” global warming, then the earth’s climate system’s degree of sensitivity to CO2 is clearly a critical piece of knowledge.

If you don’t first know how sensitive the climate is to CO2, then you can hardly be credible if you try to claim that any particular source of CO2 (like, say, man) is having an effect on the climate.

So, just how sensitive is the earth’s climate system to CO2?

Buried in a footnote (16) to the UN IPCC’s 5th Assessment Report, Summary for Policy Makers, we learn that …

“No best estimate for equilibrium climate sensitivity can now be given because of a lack of agreement on values across assessed lines of evidence and studies.”

Australian Government Steals $331 Million From Savings, Retirement Accounts

Another one for any mockers who wrongly assumed that this blog would be partisan once the Coalition returned to power.

A CASH grab from ordinary Australians’ bank and superannuation accounts has netted the government $331 million as Treasurer Joe Hockey warned of a worsening budget position.

Labor had forecast a $30.1 billion deficit this financial year but as he confirmed a deterioration, Mr Hockey also said the Coalition would raise the $300 billion debt ceiling before Christmas.

Labor believed it would rake $109 million from idle bank accounts after it decided in February to take into government revenue accounts which had been untouched for three years.

Instead, the raid on idle accounts, which previously happened after seven years, reaped $176 million and another $155 million was taken from unclaimed superannuation accounts under a new threshold.

How many times have I warned that the politicians will steal your savings … especially your retirement savings?

It does not matter which “side” is in government. Both will use any excuse to screw the rest of us.

As Predicted, Abbott Looks To Sell Us Out

Less than a week after I wrote “Abbott’s ‘Open For Business’ Means ‘The Path To Serfdom'”, and we learn that the new government is indeed looking to follow in the footsteps of every other Australian government in modern history.

ICONIC public assets could be put up for sale as the Abbott government searches for ways to pay down debt, after warning of a “deteriorating” budget that will force it to raise its $300 billion borrowing limit.

Australia Post and the nation’s air traffic control agency Airservices Australia will join Medibank Private as candidates for sale in a looming commission of audit that will be asked to examine whether major assets need to stay in public hands.

Don’t say you weren’t warned.

The only way to end the practice of politicians alternately running up debts, then selling off everything of value that our nation owns to foreign buyers (thus, controllers), is for the public to insist on government taking control of the nation’s money supply away from bankers.

Expert Summarises IPCC 5th Summary .. In 55 Words

Professor Ross McKitrick, famous for having debunked the now infamous Michael Mann / Al Gore global warming “Hockey Stick” graph, has very neatly summarised the latest UN IPCC Summary for Policy Makers (SPM):

“SPM in a nutshell: Since we started in 1990 we were right about the Arctic, wrong about the Antarctic, wrong about the tropical troposphere, wrong about the surface, wrong about hurricanes, wrong about the Himalayas, wrong about sensitivity, clueless on clouds and useless on regional trends. We Reckon Scientists Feel 95% Certain, But Don’t Ask Us How

The UN IPCC released its 5th Summary For Policy Makers yesterday.

From TIME magazine:

95%. That’s how certain the hundreds of scientists who contribute to the Intergovernmental Panel on Climate Change (IPCC), which released the first chapter of its fifth assessment on global warming this morning, are that human beings are the “dominant cause of observed warming” that’s been seen since the mid-20th century.

In science, which almost always speaks in probabilities, that’s about as clear as you get.

Hmmm.

But how exactly is that “95%” certainty figure arrived at?

Professor Judith Curry explains (underline/red is mine):

I tried to figure out how the IPCC AR4 came up with the ‘very likely’ (90%) confidence level for the attribution statement…

[TBI: that is, how did they come up with the % “confidence” level for the previous IPCC assessment]

The IAC Review of the IPCC recommended the following:

Chapter Lead Authors should provide a traceable account of how they arrived at their ratings for level of scientific understanding and likelihood that an outcome will occur.

The IPCC uncertainty guidance urges authors to provide a traceable account of how authors determined what ratings to use to describe the level of scientific understanding (Table 3.1) and the likelihood that a particular outcome will occur (Table 3.3). However, it is unclear whose judgments are reflected in the ratings that appear in the Fourth Assessment Report or how the judgments were determined. How exactly a consensus was reached regarding subjective probability distributions needs to be documented.

Yesterday, a reporter asked me how the IPCC came up with the 95% number.  Here is the exchange that I had with him:

Reporter:  I’m hoping you can answer a question about the upcoming IPCC report. When the report states that scientists are “95 percent certain” that human activities are largely to cause for global warming, what does that mean? How is 95 percent calculated? What is the basis for it? And if the certainty rate has risen from 90 in 2007 to 95 percent now, does that mean that the likelihood of something is greater? Or that scientists are just more certain? And is there a difference?

JC:  The 95% is basically expert judgment, it is a negotiated figure among the authors.  The increase from 90-95% means that they are more certain.  How they can justify this is beyond me.

Reporter:  You mean they sit around and say, “How certain are you?” ”Oh, I feel about 95 percent certain. Michael over there at Penn State feels a little more certain. And Judy at Georgia Tech feels a little less. So, yeah, overall I’d say we’re about 95 percent certain.”  Please tell me it’s more rigorous than that.

JC:  Well I wasn’t in the room, but last report they said 90%, and perhaps they felt it was appropriate or politic that they show progress and up it to 95%.

Reporter:  So it really is as subjective as that?

JC:  As far as I know, this is what goes on.  All this has never been documented.

Got that?

The UN’s own official InterAcademy Council (IAC) review of the IPCC’s procedures and processes for their previous assessment report admitted that even though the IPCC “urges authors to provide a traceable account of how authors determined what ratings to use“, nevertheless this did not happen —

it is unclear whose judgments are reflected in the ratings that appear in the Fourth Assessment Report or how the judgments were determined.

And the IAC admitted that the IPCC provided no documentation to show how the supposed “consensus” view of the subjective judgments of hundreds of individual scientists with regard to “certainty” was actually reached —

How exactly a consensus was reached regarding subjective probability distributions needs to be documented.

In effect, this is what the IPCC is really saying about the “certainty” of scientists contributing to its assessment of the present state of climate science:

“Trust us. We reckon the scientists — collectively — feel 95% certain. But don’t ask us how.”

Her brief message unravels as a sort of common sense manual which explains why the United States of America, the United Kingdom, the European Union (especially France) and Israel are so keen on destroying Syria, a country whose leadership just won’t bow down to the New World Order elites embedded deep inside the Western powers’ own public (government) and private (corporate/banking) power structures.

She describes these eight reasons succinctly and convincingly, giving the world much food for thought and should hopefully inspire deep soul-searching. Especially amongst the people of the US, UK, EU and Israel who are the only populations that can put very direct pressure on their elected politicians in Washington, London, Paris, Tel Aviv and other Western capitals, forcing them to stop behaving like global criminals gone berserk, and to start heeding the word of We the People, in a responsible and democratic manner.

8 reasons the New World Order hates Syria

1) Syria’s Central Bank is state-owned & controlled – In other words, it manages its national currency so that it serves the Syrian people and not the Rothschild-controlled global bankers operating from their New York, London, Frankfurt, Tel Aviv, Basel and Paris hideouts.

This means that the volume of currency it issues is in proper sync with the true needs of real economy of work, labor, production and all that is useful to Syria’s people, instead of being in sync with parasitic, usurious, speculative foreign financiers. The latter seek to control local central banks so they can artificially limit the volume of currency available for genuine economic needs, especially the no-interest credit needed to finance useful things in the real economy: power plants, roads, gas works, housing, private enterprise and initiatives. This forces productive players – public and private – to have to resort to deadly interest and usury-based private banking loans whereupon the eternal debt chain starts to grow and grow as the so-called ‘sovereign debt crises’ that hit country after country throughout decades of time eloquently show.

By artificially distorting the volume of ‘public currency’ issued by sovereign central banks that generates no interest, countries are thus forced to resort to high interest bearing ‘private currency’ (loans) handled by the monopolistic private bankster cabal in the hands of Rothschild, Rockefeller, Warburg, Goldman Sachs, HSBC, CitiCorp, JP Morgan Chase interests.

Clearly, a very good reason for these parasitic banksters to want to take out Syria.

2) Syria has no IMF (International Monetary Fund) debt. This means that Syria’s leadership understands that the IMF – a public multilateral agency of member governments – is controlled by the global mega-bankers, and acts as their auditor and debt collection police whenever one of its weaker member states runs into sovereign debt trouble, which is another way of saying when those countries reach a point where they cannot siphon enough money out of their real economies – the work, toil and labor of its people – to hand it over to the parasitic private global bankers.

In a sense, the IMF’s real job is to act as the global power elite’s tax office – its ‘IRS’ so to speak – only that it does not tax people directly, but rather through proxy government and nation-states’ tax offices. Are we starting to understand the real roots of the ‘debt crises’ hitting Greece, Cyprus, Ireland, Argentina, Spain, Italy, UK, US, Portugal, France?

Global slavery couldn’t have been better thought out and planned!

Actually, true Islamic nations rightly reject banking fractional lending and interest practices as being immoral. That’s what Libya’s Gaddafi did, and what Syria and Iran presently do.

Clearly, a very good reason for parasitic banksters to want to take out Syria, just as they took out Libya and now target Iran.

3) Syria has banned genetically modified (GMO) seeds – Bashar Assad banned GMO’s in order “to preserve human health,” knowing full well that the Monsantos of this world are out to control the world’s entire food supply, because coming global crises will not only be about oil, but about how much food countries will be able to put on their people’s tables.

That’s why after invading Iraq, the US ordered that only Monsanto seeds should to be used. That’s why submissive client states like Argentina are poisoning their own soil and people by bowing down really low to Monsanto’s demands.

Clearly, a very good reason for Monsanto to want to take out Syria.

4) Syria’s population is well informed about the New World Order – Its media and universities openly debate the global power elite’s influence in things. This means that they fully grasp the fact that real power in the West lies not in the White House, 10 Downing Street, Congress or Parliament, but rather with the complex and powerful grid of elite think-tanks led by New York’s Council on Foreign Relations, the Bilderberg Conference, Trilateral Commission, Americas Society, World Economic forum and London’s Royal Institute of International Affairs, which interact with mega-bankers, media, universities, the military, multinationals and the corporate over-world.

As our young friend aptly explains, Syrians dare to talk about secret societies like Freemasonry or Yale University’s Skull & Bone Lodge whose members include top cats like former President George W Bush and current Secretary of State John Kerry.

Clearly, a very good reason for those top cats to order their errand boy Obama to take out Syria.

5) Syria has massive oil and gas reserves – here we go again! Every time the West goes to war to protect “freedom, human rights and democracy,” there’s always the nauseous stench of oil; whether in Iraq, Libya, Kuwait, the Falklands, Afghanistan… Syria has offshore and onshore oil and gas reserves, and is helping to build a massive pipeline together with Iran, but without Western oil giants’ control. Clearly, the full militarization of all oil production and reserve zones, and the militarization of transportation routes to ‘bring oil home’ from everywhere in the world, is a key on-going joint US/UK strategy.

Clearly, a very good reason for BP, Exxon, Royal Dutch Shell, Texaco, Total, Repsol and Chevron to want to take out Syria.

6) Syria clearly and unequivocally opposes Zionism and Israel – Israel practices criminal racist apartheid against the occupied Palestinians. Syria’s leadership has no qualms in accusing Israel of being what it is: a racist, imperialist, genocidal entity, as the Wall of Hate Israel erected around Palestine clearly shows. Israel manages what can only be described as an Auschwitz-like mega-concentration camp in Palestine with millions of ill-treated, often-assassinated and humiliated prisoners.

Such geopolitical clarity of mind was shared by Gadhafi’s Libya and Saddam’s Iraq, and today also by Iran, China, Russia and India.

Clearly a very good reason for political juggernauts like AIPAC (American-Israeli Public Affairs Committee), the World Jewish Congress, the ADL (Anti-Defamation League), Likud, Kadima and Netanyahu/Lieberman to want to take out Syria.

7) Syria is one of the last secular Muslim states in the Middle East, whilst Zionist Jewish supremacists – in line with born-again-Israel-First-Bushite ‘Christian’ kooks in the West – need for everybody to align to the will of their dark demiurge god which has its own ‘chosen people’.

The Global Power Elite’s implicit order is clear: everybody must believe in Israeli superiority, whilst our young Syrian friend aptly points out that Syria, like Saddam’s Iraq, Gaddafi’s Libya and Iran just could not be convinced of that.

She adds that in Syria, “asking about religion is not polite,” because Syria has bred many of mankind’s prime religions for thousands of years, and those millennia have taught Syrians to be sensitive, tolerant and respectful of all creeds. Wise words from a young lady who understands the catastrophic failure of the Western powers’ political class, who have now completely turned our world upside down; where the very worst and most malignant criminals have infected governments and private power structures, be it in Washington, New York, London, and Paris, or in Berlin, Rome, Bogota, Madrid, Tokyo, Seoul, Amsterdam, Buenos Aires or Riyadh.

If sometimes Hollywood serves as a showcase that reveals the darkest recesses of the Western power elite’s sick group psyche, we might even say that they are playing our the ‘Planet of the Apes’ saga, where a weird and hellish genetic inversion places horrendously destructive animals in places of world power, whilst noble vanquished humans are enslaved and thrown into cages.

Is this today’s metaphor best describing the US against Syria drama?

The eight points mentioned above are as good a guide to get all our countries back on course as we can muster in today’s troubled, out-of-control world.

Whether American, European, Arab, Muslim, Christian, Jewish, Buddhist, Hindu or Shinto, the time has come for ‘We the People’ to make our voices heard on the streets, with neighbors, family and friends, work and school colleagues, through social networks, demanding that Western so-called ‘democratically-elected’ governments – all of which are the direct result of the will of money-sloshing elites that financed their climb to top government posts through their favorite lie they call ‘democracy’ – stop doing what they are doing, and start doing what we demand they do. Now; immediately: we must take our countries back.

Our young Syrian friend has certainly set an example for all of us to follow.
